CDPAP in 2024: Adapting to a New Era of Care

If you’re a part of the CDPAP (Consumer Directed Personal Assistance Program), you’ve probably heard about some upcoming changes that could affect how care is provided. Let’s break down what’s happening, why it’s important, and how it could impact you and your loved ones.

CDPAP is a unique Medicaid program that gives seniors and individuals with disabilities greater control over their home care. Instead of having a caregiver assigned to them, they (or a trusted representative) can choose, hire, train, and manage their own Personal Assistant (PA)—who can even be a friend or family member. This allows them the freedom to choose the person best suited to meet their specific needs.

Big news! As of April 20, 2024, Governor Kathy Hochul has approved a $237 billion New York State Budget, which brings impactful changes to the CDPAP program. Instead of having multiple companies handling CDPAP across the state, there will be one statewide company called a Fiscal Intermediary (FI) managing everything. This FI will be selected by the New York State Department of Health (NYSDOH).

The CDPAP program has experienced rapid growth over the past few years. From 2018 to now, spending has surged from $2.5 billion to over $9 billion. In the last year alone, CDPAP provided an impressive 328 million hours of care. To manage this growth effectively and ensure the program runs smoothly, the state has decided to implement some changes. These updates could significantly affect how care is delivered, so it’s crucial to stay informed about how they might impact you.

Even with these changes, there are still viable options available. For caregivers, becoming a certified Personal Care Aide (PCA) is a great choice. This certification allows you to continue caring for your loved one while also unlocking new benefits and opportunities. For clients, switching to a Licensed Home Care Services Agency (LHCSA) ensures you receive continuous and uninterrupted care, keeping your support consistent.
